Road Use, Registration, and Permits

Public-road use

Eligible ATVs and UTVs may be modified for street-legal operation on permitted public highways. Utah DMV requires titling, street-legal registration, and a safety inspection for first-time street-legal registration. Meet current vehicle-equipment, driver-license, and insurance requirements and check road restrictions before driving. An OHV registration or nonresident permit alone does not authorize public-road use; the tan Utah OHV plate is not a street-legal plate.

Registration and OHV permits

Utah residents register recreational OHVs through the DMV; ATVs and UTVs need the applicable OHV plate and current registration decal. Effective September 8, 2026, out-of-state OHVs operated on Utah public land, trails, streets, or highways require a Utah nonresident permit even when registered as street legal in another state, subject to the agency-listed event, government/agricultural, and manufacturer-event exceptions.

OHV education

For SxS / UTV operation on Utah public land, roads, or trails, operators 18 and older must complete the Utah Adult OHV Education Course and carry proof; operators under 18 need a Youth OHV Education Certificate. The agency lists limited exemptions, including qualifying guided tours and sanctioned OHV events. Education and permits do not establish street-legal status.
